That does look like a scam site. It doesn't have a straightforward format to it. The articles are everywhere and it's confusing to look at.

I have been using mylot to promote my sites and web content for months. Be creative stay within the guidelines and you will raise your page ranking. I know I did.

I've only been there once when I signed up, it was extremely confusing to navigate through. I may try it again this afternoon and see if I can find my way around, never thought about advertising there.
To the oringinal question.
You cannot buy clicks or links to your parked pages. The parking providers are looking for NATURAL type in visitors. You can buy traffic for a website you own. But if you park your domain for pay per click revenue you cannot get traffic to it by buying it. They will close your account if you are found doing that.
Just a heads up.
What is the natural type visitor that they are looking for? They have a lot of requirements for the site.
