You don't have to be. Various parties from outside the US are also able to
register .US domain names as long as they satisfy the requirements, namely
being able to demonstrate a US-based address with US-based interests.

I always assume that where a certification is required, there are consequences for not having it, and there are reasons for requiring it.

Even if my guesses are wrong, there is still some reason they require the certification. I haven't seen that reason revealed here yet.
i've managed to reg a couple with uk details.
Why would you want to register a us domain if you're not a us citizen??
resale......develop for adsense.......... why not ?? a huge number of co.uk generics are not reg'd to uk people.

More often than not, registrars follow what the Registry says lest they risk
losing their accreditation to register (and market) that extension. Oh, and
they do "spot checks" periodically as well.
Thank you for all the info! So I could register a .us domain...? I am a US citizen, I have a US address, but I am living right now in Europe. I guess that will not be a problem then.
So, what happens if one were to sell a .us domain to someone in a foreign country? would we be able to transfer it? Any experience with this out there?

OH that's a very good question! Knowing the penalties, if any, would be an indication of the reason for the requirements!

The answer to that question lies with the registrar. Ask the one in particular
as their mileage can vary.
