I like http://www.clook.us, they are have very good support (they reply within 2 minutes) and Ive rarely had any trouble. However, they are a bit more expensive.

Otherwise I like hostgator.com

I had problems with ipowerwebs, my fault. BUT it took 40 minutes on the phone before they answered. 4 e-mails had no effect. Never had a problem until I let my credit card info expire. Then it get it right was a nightmare.
